Defines minimal, protocol-owned custody semantics for all redirected BASEFEE receipts under Elysium.

Design Principles

Deterministic address

Node operators can verify destination deterministically and cheaply.

Immutable target

Avoids discretionary destination drift at consensus layer.

Minimal custody surface

Keeps contract responsibilities small and auditable.

Separation of concerns

Custody is distinct from settlement modules and parameter governance.

Operational Funding Direction (non-binding)

One discussed deployment policy is a governance-controlled split of received BASEFEE: 10% logtrees R&D, 10% ETC R&D, and 80% Rainbow Compute.

The contract remains minimal by design: allocation policy can be handled by governance/companion mechanisms with transparent reporting and periodic review, rather than rigid consensus-level encoding; ETC governance may increase the ETC R&D share when warranted.

Non-goals

This ECIP does not specify logN formulas, off-chain administration, discretionary grant logic, or UI implementations.
